(2026·盐城市康居路中学期末)On January 1st, 2026, a new law called the Public Security Administration Punishment Law(《治安管理处罚法》) came into effect in China. One of the most important changes is that campus bullying is now included in public security management and punishment. This law tells us clearly: campus bullying is not a small matter—it is an illegal act(违法行为) that must be stopped.
What is campus bullying? The law lists five main types of bullying behaviour:
Physical bullying—Hurting someone's body, like hitting or pushing.
Verbal bullying—Saying unkind words to hurt feelings, like name-calling.
Property bullying—Taking or damaging others' things.
Social bullying—Leaving someone out on purpose, not letting them join your group.
Cyber bullying—Spreading rumors(谣言) or private information online.
Bullying is not the same as normal play between students. The new law has strict rules for different age groups:
For students aged 14 to 16: If they break the law twice or more in a year, they will face punishment.
For students aged 16 to 18: If they break the law for the first time but cause serious harm, they may also face punishment.
Even students under 14: They must receive special correctional education to help them change their behaviour.
Schools also have important responsibilities. If a school knows about serious bullying but fails to report or deal with it, the school leaders will be punished. Schools must teach students about this law regularly so everyone knows what behaviour is not allowed and learns to respect others.
This law is a strong protection for teenagers. It not only punishes bad behaviour, but also teaches students to be responsible. If you face bullying, do not stay silent. You can ask teachers, parents or the police for help to protect your rights.
